The Quincy Next Strategic Plan, which was adopted by the Quincy City Council in March 2018, identified a strong desire within the community to provide fiscal support for the riverfront, to enhance the connection between the riverfront and the downtown district, and to encourage tourism. As a result of that plan, the city of Quincy, Adams County, and the Quincy Park District reached an agreement in December 2019 to work together to develop a Riverfront Master Plan.
The Riverfront Master Plan was completed in the Spring of 2021. It has been adopted by the Quincy City Council, Adams County Board, and the Quincy Park Board. The Riverfront Master Plan identifies nearly two dozen interconnected projects that are intended to transform the riverfront from a passive area used for walking, sight-seeing, and small gatherings to a dynamic community gathering place and a welcoming gateway to the community and the region as a whole. The planning included extensive community input with nearly 3,000 community members participating in surveys and hundreds attending virtual public events.
