Water/Sewer Connection Waivers (Adopted June 2022)

The City of Quincy estimates there are approximately 700 vacant lots (no structure) within city limits, nearly 50% of which are located west of 12th Street. This does not include lots with structures that have been abandoned/vacated by the owner.

The city has identified the construction of new residential units west of 12th Street as a priority. There were a total of 26 single-family residential homes constructed within city limits and the 1 ½ mile jurisdiction in 2021, with just two of them being constructed west of 12th Street.

The Quincy City Council has adopted several incentives aimed at encouraging the construction of new residential units west of 12th Street, from Harrison Street to Locust Street.

  • The city will waive the water connection fee ($1,500) for new residential construction.
  • The city will waive the sewer connection feet ($250) for new residential construction.
  • The city will help cover the cost to extend water/sewer services to new residential construction.
    • The maximum amount the city will pay to extend a water line is $5,000.
    • The maximum amount the city will pay to extend a sewer line is $10,000.
    • NOTE: The developer would be responsible for any additional costs if a water line extension exceeds $5,000 or if a sewer line extension exceeds $10,000.

This incentive package sunsets in 2024.
