To be eligible, household incomes must be at or below 80% AMI based on household size. Additionally, preference must be given to households at or below 50% AMI.

Full Rehab: Maximum funds of $45,000 will be provided to each household to cover hard and soft construction costs.

Accessibility: Projects that spend at least 30% of construction costs on accessibility related repairs and improvements will be classified as accessibility projects. The funding structure and funding limits for accessibly projects will be identical to that of Full Rehabilitation projects.

Roof Only: Maximum funds of $21,500 will be provided to each household to cover hard and soft construction costs related to roof replacement or repair, including gutters, rafters, fascia, soffits, and downspouts.

Rehabilitation assistance will be provided for the following terms:

• Full Rehab: $2,000 to $45,000 as a five-year forgivable loan
• Accessibility Projects: $2,000 to $45,000 as a five-year forgivable loan
• Roof Only: $2,000 to $21,500 as a three-year forgivable loan

Loans are subject to a Promissory Note and recorded Mortgage. The unforgiven balance is subject to recapture and due upon sale or transfer prior to the end of the affordability period.

For all properties, homeowners must be current on their mortgage payments and homeowner insurance. For owner-occupied properties, the property must be the homeowner’s primary residence. Only single-family properties are eligible for the program.

Preference is given to properties located in census tract 4. Census tract 4 generally encompasses the area from Locust Street to Kochs Lane, Bonansinga Drive to North 12th Street, and Spring Street to Locust Street, Front Street to North 8th Street. (Map)

Properties eligible for Full Rehabilitation must have documented health and safety issues or concerns, such as mechanical, electrical, structural, or plumbing that undermine the integrity of the home.

Properties eligible for Accessibility, must need accessibility improvements to assist a disabled or mobility impaired occupant. The properties may also have other documented health and safety issues, and any significant issues discovered during the inspection must be addressed by the rehabilitation. Renter occupied properties are also eligible for Accessibility projects.

Properties eligible for Roof Only must have no other significant documented health and safety issues and must be insurable once the roof replacement or repairs are complete as evidenced by a written policy by a licensed insurer.

The fact that an applicant meets the eligibility requirements of income does not mean the applicant will be a suitable participant for the Program. The ability of the applicant to fulfill their obligations, along with any related explanations offered by the applicant concerning the facts involved, including changes in circumstances, will be considered. Some considerations which may disqualify applicants for the Program include home-ownership viability, impending liens, credit or financial standing, or insufficient or inaccurate information on the application. Criteria utilized will be consistent for all applicants. Each rejected applicant will be promptly notified in writing of the reason(s) for rejection.
